3: State government: The climb is quite dangerous so they don't want people it climb it in case of injuries and a bad reputation for the area.
4: Tourists: The tourist want to go there to be able to climb the rock and be able to say they have conquered it.
5: If people were to be able to climb the rock it could result in the rock being very damaged in the next few years.
